He covers that part in exactly the time taken by the train to cover all the bridge, so his velocity is 1/5th of the train’s velocity, or 12 km/h.
Sanity check
If the bridge is 1 km long and the train is 2 km way from the nearer end of the bridge, Robin has to run 400 m.
He does it in 2 minutes by which time the train reaches the near end of the bridge (2 km in 2 minutes).
Roger has to run 600 m.
He does it in 3 minutes by which time the train reaches the far end of the bridge (3 km in 3 minutes).
