ntrol over the health care deci­sions for their families should be based on four principles:

1. Individual patients, not employers or govern­ment bureaucrats, should be able to choose their health insurance coverage for themselves and their families.
2. Each person must be able to change insurance companies easily, without requiring an employ­ment change or suffering major tax or regulatory penalties as in effect today.
3. Each person should have a variety of insurance plans from which to choose, including health plans that reflect different life situations and respect individual values.
4. Americans should be given ownership of their health insurance coverage so that an unaccount­able third party does not have control over its contents and quality—and the values it embodies.
